And that means if you have 100 productive planets, you get a full planet's worth of production from having a resort world. 1.8 points of stability raise resource and trade output by 0.6*1.8=1.08% on average. This will raise the average approval rating by 3, and that raises stability by 0.6*3 = 1.8 points. This gives your pops a bonus to happiness equal to 15/100*20 = 3 points. Example: assuming the planet needs 100 amenities, and you are producing 100, then +15% means +15 amenities. Moreover, the amenity bonus does improve resource output on all planets, even if you have enough amenities already. And that's why I end up with a resort world in most of my games anyway. I do agree on the habitat and ring world argument though. Moreover, we're talking 200% habitable robots here which can help you colonize otherwise bad places, and you can add mass-produced to improve robot output.
